Mr. Lakus stated 3 weeks ago, his car was hit and almost demolished in front of his house. This is the third time that his vehicle has been hit. Traffic comes up his street way too fast. He stated that the speed limit needs to be 15 mph. He has 3 cars parked in front of his house because he has no off street parking.

W. Henderson stated that he will speak with Chief King and the Public Safety Committee.

Mr. Lakus congratulated the newly elected officials on the election. Bob Fryer – 479 Bank Street Ext.

Mr. Fryer congratulated the newly elected officials.
He stated that years ago when the business district collapsed, it created a burden on the residents and by re-creating our business district, it will provide a greater potential to generate great tax revenue for the community.

Jonathan Damico & Johnny Miller – Beloved Church
Bridgeville, PA 15017

Mr. Damico congratulated the newly elected officials.
He stated that they wanted to introduce themselves and make themselves available to the community. They opened a church called “Beloved” in Bridgeville. Their services will be held at the Methodist Church.

MINUTES

A motion was made by B. Ghelarducci, seconded by B. Cherry approving the minutes of the October 9, 2017 regular meeting as submitted. All in favor, motion carried 7-0.

CONDITIONAL USE APPLICATION – 621 MCLAUGHLIN RUN ROAD

A motion was made by B. Ghelarducci, seconded by W. Henderson approving a conditional use application that was submitted by 714 Ventures, Inc. for the property located at 621 McLaughlin Run Road. The property is located in the Mixed Use District. The applicant proposes to utilize the property for auto repair and the powder coating of vehicles and vehicle parts. This use falls under the category of vehicle repair garage which is a conditional use subject to §903.41 of the zoning ordinance. A variance has been obtained by the applicant for the minimum lot width. A comment letter has been submitted by Engineer Sites noting that all requirements in §903.41 have been addressed, The planning commission has recommended the consideration of the application by Council. Remarks: M. Tolmer stated that a public hearing was held on November 13, 2017 at 6:30 p.m. to receive public comment. All in favor, motion carried 7-0.

PROPOSED ORDINANCE NO. 997

A motion was made by J. Verduci, seconded by W. Henderson approving Ordinance No. 997; an ordinance re-naming the public street known as Locust Alley to Eagle Way. Remarks: M. Tolmer stated that the ordinance has been duly advertised. All in favor, motion carried 7-0.

CURRENT ESTIMATE NO. 2 AND FINAL– 2017 PAVEMENT MAINTENANCE PROGRAM

A motion was made by B. Ghelarducci, seconded by J. Colosimo approving the remittal of Current Estimate No. 2 and Final – 2017 Pavement Maintenance Program to Youngblood Paving, Inc. in the amount of$18,320.29 for work completed to date. Remarks: M. Tolmer stated that the estimate has been reviewed and approved by Engineer Sites. All in favor, motion carried 7-0.

CURRENT ESTIMATE NO. 1 AND FINAL – 2015 PAVEMENT MAINTENANCE PROGRAM – CONTRACT B

A motion was made by B. Ghelarducci, seconded by W. Henderson approving the remittal of Current Estimate No. 1 and Final – 2015 Pavement Maintenance Program – Contract B to T.A. Robinson Paving in the amount of$202,594.77 for work completed to date. Remarks: M. Tolmer stated that the estimate has been reviewed and approved by Engineer Sites. Mayor DeBlasio stated that he believes Gateway Engineers is responsible for the road failure and should be paying the invoice, All in favor, motion carried 7-0.

CALENDAR YEAR 2018 BUDGET WORKSHOP ADVERTISEMENT

A motion was made by J. Verduci, seconded by B. Ghelarducci approving the advertisement of the Budget Workshop Meeting to be held on Tuesday November 21, 2017 at 6:00 p.m. All in favor, motion carried 7-0.

CALENDAR YEAR 2018 PROPOSED BUDGET ADVERTISEMENT

A motion was made by B. Ghelarducci, seconded by B. Cherry approving the advertisement of the Calendar Year 2018 Proposed Budget to be available for public inspection on Monday November 27, 2017. Remarks: M, Tolmer stated that this advertisement will meet and exceed the ten (10) day public review requirement per the Borough Code, All in favor, motion carried 7-0.

BILL LIST

A motion was made by J. Verduci, seconded by B, Ghelarducci approving the November 2017 Bill List. All in favor, motion carried 7-0.

PAYROLLS

A motion was made by B. Ghelarducci, seconded by J. Colosimo approving the payrolls of November 17, 24, and December land 8, 2017. All in favor, motion carried 7-0.

MONTHLY REPORTS

A motion was made by J, Verduci, seconded by B, Cherry approving to pay any commissions due the October 2017 Real Estate Tax Collector Report. All in favor, motion carried 7-0.

A motion was made by J. Verduci, seconded by B, Ghelarducci approving the September 2017 Financial Report. All in favor, motion carried 7-0.

A motion was made by W. Henderson, seconded by B. Cherry approving the October 2017 Police Report, All in favor, motion carried 7-0.

A motion was made by W, Henderson, seconded by J, Colosimo approving the October 2017 Zoning Report. All in favor, motion carried 7-0.

COMMITTEE REPORTS

ADMINISTRATION, BRUCE GHELARDUCCI

No report.

FINANCE, JOSEPH VERDUCI

J. Verduci stated that the Budget Workshop meeting will be held on Tuesday, November 21st.

PARKS & RECREATION, JOSEPH COLOSIMO

J. Colosimo stated that all of the water has been turned off at the parks.

J. Verduci stated that for no reason someone took out all of the interior wiring out of the scoreboard at Chartiers Park. Hopefully this can be addressed by installing cameras.

PUBLIC WORKS/BUILDINGS, BRUCE GHELARDUCCI

B. Ghelarducci stated that the leaf pick-up will run until the first week in December and the brush grinder machine will run the whole month of November.

PUBLIC SAFETY, WILLIAM HENDERSON

W. Henderson stated that the use of social media once again has played a significant role in capturing a person of interest. He commends the police department for their social media posts.

ADDITIONAL REPORTS

MAYOR, PASQUALE DEBLASIO

Mayor DeBlasio stated that it has been an honor to serve with all of you, He stated that expanding Cook School Park might be a firm solution in calming down the speeding on Ridge Road.
He also stated that Lite-Up Night will be held on December 1st at 6:30 p.m.

POLICE DEPARTMENT

SOLICITOR, THOMAS MCDERMOTT

Solicitor McDermott provided his written report.

ENGINEER, JOE SITES

Engineer Sites provided his written report. He spoke about Bower Hill Road and the issues over the last couple of years.

FIRE CHIEF, WILLIAM CHILLEO

Chief Chilleo provided his written report

BRIDGEVILLE HISTORICAL SOCIETY, MARY WEISE

M. Weise stated that tomorrow night the program will start with the year 1939. The programs at the railroad station are very successful.

LIBRARY REPRESENTATIVE

Becky Wisbon shared copies of the library’s financial reports with council. She stated 55 years ago today that Bridgeville Public Library opened its doors on Nov. 13, 1962.

BOROUGH MANAGER, LORI COLLINS

Manager Collins provided her written report.

OLD BUSINESS

No old business.

NEW BUSINESS

J. Verduci stated that the Southwest Community Chamber of Commerce holiday luncheon is December 11 from 11:30-1:30.

M. Tolmer congratulated the newly elected officials and thanked the individuals who ran. He also thanked Neil Lyons for serving with him the last four years; Bert Cherry for taking over William Colussy’s position at a very difficult time and Pat DeBlasio for keeping him on his toes.
