ROLL CALL

VISITORS, PLEASE STATE NAMES AND ADDRESSES

Adam Kenerwell – Boy Scout Troop 2
Bridgeville, PA 15017

Adam Kenerwell stated that he is in Boy Scout Troop 2 and resides in McDonald. He is here tonight to speak about Locust Alley which is located between Gregg Avenue and Chestnut Street. The Lennon family lives on Gregg Avenue and 3 of their children Larry Jr, Justin and Collin are Eagle Scouts. The Smith family lives on Chestnut Street and 3 of their children Caleb, Daniel and Matthew are Eagle Scouts. He proposed to change the name of Locust Alley to Eagle Way. Another reason for this change is there is another road named Locust Street in Bridgeville.

A motion was made by B. Cherry, seconded by W. Henderson to rename Locust Alley between Gregg Avenue and Chestnut Street to Eagle Way. All in favor, motion carried 5-0.

Bob Fryer
Bridgeville, PA 15017

Mr. Fryer spoke about the traffic congestion and a left turn stacking lane in Bridgeville. Jay Steck-716 Maple Street
Bridgeville, PA 15017

Mr. Steck spoke about various topics regarding his neighbor’s property and concerns about an incident that happened last week where the police had to be called because of this neighbor.

He also spoke about a property located at the corner of McLaughlin and Baldwin that was condemned and would like removed. He stated that it is a health hazard.
Council went into further detail regarding these issues. George Shepos – 72 l Laurel Street
Bridgeville, PA 15017

Mr. Shepos stated that public works placed a “No Parking” sign on Laurel Street that is directly across from his house. Now there is absolutely no parking in front of his house. There is a fire hydrant there also which eliminates 15 feet in both directions. He is asking to have the right side of the road be no parking.

Manager Collins stated that public works placed the no parking sign in the wrong place and it will be moved. The public safety committee will look into this.

MINUTES

A motion was made by W. Henderson, seconded by B. Cherry approving the minutes of the September 11, 2017 regular meeting as submitted. All in favor, motion carried 5-0.

RESOLUTION NO. 2017-11

A motion was made by B. Cherry, seconded by W. Henderson approving the remittal of Current Estimate No. 3-2016 Sanitary Sewer Repair Contract A to Soli Construction in the amount of$39,841.10 for work completed to date. Remarks: Manager Collins stated that the estimate has been reviewed and approved hy Engineer Sites. All in favor, motion carried 5-0.

CURRENT ESTIMATE NO. 3 – 2016 SANITARY SEWER REPAIR CONTRACT A

A motion of the Borough Council regarding the remittal of Current Estimate No. 3-2016 Sanitary Sewer Repair Contract A to Soli Construction in the amount of $39,841.10 for work completed to date. Remarks: The estimate has been reviewed and approved by Engineer Sites.

CURRENT ESTIMATE NO. 1 – 2017 PAVEMENT MAINTENANCE PROGRAM

A motion was made by J. Verduci, seconded by W. Henderson approving the remittal of Current Estimate No. 1 – 2017 Pavement Maintenance Program to Youngblood Paving, Inc. in the amount of $93,062.07 for work completed to date. Remarks: Manager Collins stated that the estimate has been reviewed and approved by Engineer Sites. Mayor DeBlasio stated for the record that Youngblood Paving went above and beyond for residents on Shady Avenue. He thanked them. All in favor, motion carried 5- 0.

BILL LIST

A motion was made by J. Verduci, seconded by W. Henderson approving the October 2017 Bill List. All in favor, motion carried 5-0.

PAYROLLS

A motion was made by B. Cherry, seconded by J. Colosimo approving tbe payrolls of October l3, 20, 27 and November 3 and 10, 2017. All in favor, motion carried 5-0.

MONTHLY REPORTS

A motion was made by J. Verduci, seconded by W. Henderson approving to pay any commission due the September 2017 Real Estate Tax Collector Report. All in favor, motion carried 5-0.

A motion was made by J. Verduci, seconded by B. Cherry approving the August 2017 Financial Report. All in favor, motion carried 5-0.

A motion was made by W. Henderson, seconded by J. Colosimo approving the September 2017 Police Report. All in favor, motion carried 5-0.

A motion was made by W. Henderson, seconded by B. Cherry approving the September 2017 Zoning Report. All in favor, motion carried 5-0.

COMMITTEE REPORTS

ADMINISTRATION, BRUCE GHELARDUCCI

No report.

FINANCE, JOSEPH VERDUCI

J. Verduci stated that the finance committee will be having a meeting to go over the budget.

PARKS & RECREATION, JOSEPH COLOSIMO

No report.

PUBLIC WORKS/BUILDINGS, BRUCE GHELARDUCCI

B. Ghelarducci thanked the Public Works for their continued work with the paving companies and everything that they do.

PUBLIC SAFETY, WILLIAM HENDERSON

W. Henderson thanked Chief King and the neighboring Police Departments for the traffic control during the construction process on Bower Hill Road.

ADDITIONAL REPORTS

MAYOR, PASQUALE DEBLASIO

Mayor DeBlasio stated that 96 year old resident Edward Charles Ruffennach passed away. He served 59 years of his life to the fire department. He will be missed.

POLICE CHIEF, CHAD KING

Chief King stated that there will be 3 officers on duty for Trick or Treat.

SOLICITOR, THOMAS MCDERMOTT

Solicitor McDermott provided his written report.

A motion was made by J. Verduci, seconded by B. Cherry authorizing the study of a quiet zone on Ramsey Avenue. All in favor, motion carried 5-0.

ENGINEER, JOE SITES

Engineer Sites provided his written report.

FIRE CHIEF, WILLIAM CHILLEO

Fire Chief Chilleo stated that there was a water break on Pennsylvania Avenue when the home owners were out of the country. He emphasizes to please turn your water off if you are going on a long trip.

B. Cherry and J. Verduci thanked Chief Chilleo for being a judge in the Chili Cook Off where he tasted 22 different kinds of chili.

SOUTHBRIDGE EMS, DAN MILLER

BRIDGEVILLE HISTORICAL SOCIETY, MARY WEISE

M. Weise stated that tomorrow night at 7:00; we will be speaking about the station manager from
1915. The bake sale is on October 19 and 20 at the station.

She also stated that PennDOT should be planning double decker roadways with exits.

PARKING AUTHORITY REPRESENTATIVE

M. Connolly stated that the Parking Authority does have the funds to redo Lot #2. He also stated that there are 2 apps up and running to pay parking tickets.

Manager Collins stated that Pango will be placing a tutorial on Bridgeville Borough’s website as to how to work the app.

BOROUGH MANAGER, LORI COLLINS

Manager Collins provided her written report.

OLD BUSINESS

J. Colosimo questioned if the Wheeling /Lake Erie Railroad will be submitting payment?

Manage r Collins stated that Mr. Davis of the Railroad wrote to her that the Railroad is committed to paying us for the sidewalk.

J. Verduci stated that the Chili cook-off was a great success . They received a lot of help from everyone and the money raised is going to a lot of great causes.

NEW BUSINESS

Mayor De Blasio stated that Trick or Treat will be held on October 31st from 6-8 p.m.

B. Ghelarducci stated that leaf pick-up will begin on October 16th and the brush grinder will be out the month the whole month of November.
