Bridgeville Borough Council – Sept. 11, 2017

ROLL CALL

Gary Toney
Bridgeville, PA 15017

Mr. Toney stated that he had received a letter from Manager Collins regarding a block he had placed on the corner of his property. He questioned the ordinance for enforcement and the location of the right-of-way.
Solicitor McDermott noted that if the block which includes objects that look like spikes is in our right-of-way, it will be removed as it is a public safety issue.
It was determined that Engineer Sites with the assistance of public works would dete.rinine the right-of-way location.

Jay Steck
Bridgeville, PA 15017

Mr. Steck stated that he had a business in Bridgeville in which he was required to place his dumpster on the inside of his building. He is complaining about an auto shop business located at 718 Bower Hill Road that looks like a junkyard and has their dumpster right on the road. The owner is doing illegal painting. Mr. Steck had to show two parking spaces per vehicle that were to get worked on. He paid $300.00 for his first meeting that got tabled. He had a petition with no denials.

He also stated that his neighbor has been bullying him for the past 5 years. His neighbor has a bathtub in his front yard full of weeds. He requested a “No Parking” sign be placed in the alley and would like the pond and bathtub be removed.

Dale Livingston
Bridgeville, PA 15017

Mr. Livingston stated that he is representing the Bridgeville Area Lion’s Club that was founded in January of this year. We will be holding our 1st Annual Spaghetti Dinner Thursday October 511 from 5 p.m. – 8 p.m. at the Alpine Hunting Club.

Nicholas McKelvey
Bridgeville, PA 15017

Mr. McKelvey stated that he is 12 years old and in boy scouts. One of his specific obligations as a citizen is to acquire his 9A and 98 1st Class Rank in citizenship. He went over various topics with Council.
Council went into further detail.

Mr. Fryer spoke about the traffic congestion within Bridgeville. Don Palluch – 154 Pennsylvania Avenue
Bridgeville, PA 15017

Mr. Palluch spoke about the grants and responsibilities of the traffic lights within the Borough of Bridgeville.

MINUTES

A motion was made by B. Cherry, seconded by W. Henderson approving the minutes of the August 14, 2017 regular meeting as submitted. All in favor, motion carried 7-0.

RESOLUTION NO. 2017-09

A motion was made by J. Verduci, seconded by B. Cherry approving Resolution No. 2017-09 as per PennDOT requirements 1.10.14 Signs and Banners Across State Highways; a resolution designating the intention of The Bridgeville/South Fayette Rotary Club to place (1) banner across State Route 50 to be installed September 12, 2017 and removed October 8, 2017 for the Rotary Club Chili Cook-Off. All in favor, motion carried 7-0.

RESOLUTION NO. 2017-10

A motion was made by B. Ghelarducci, seconded by B. Cherry approving Resolution No. 2017- 10 as per PennDOT requirements 1.10.14 Signs and Banners Across State Highways; a resolution designating the intention of St. George Church to place (1) banner across State Route 50 to be installed October 8, 2017 and removed October 30, 2017 for the Mediterranean Food Festival. All in favor, motion carried 7-0.

POLICE PENSION (MMO) MINIMUM MUNICIPAL OBLIGATION CERTIFICATION

A motion was made by B. Ghelarducci, seconded by W. Henderson approving the receipt of the Police Pension (MMO) Minimum Municipal Obligation of $62,574 for the 2018 Budget Year as prepared by Manager Collins. Remarks: M. Tolmer stated that the pension contribution for 2018 has been calculated to continue at the maximum permitted by Act 600-8%. An actuarial review is conducted each year to revisit the required contribution. All in favor, motion carried 7-0.

NON-UNIFORMED PENSION (MMO) MINIMUM MUNICIPAL OBLIGATION CERTIFICATION

A motion was made by B. Ghelarducci, seconded by J. Colosimo approving the receipt of the Non-Uniformed Pension (MMO) Minimum Municipal Obligation of $28,137 for the 2018 Budget Year as prepared by Manager Collins. All in favor, motion carried 7-0.

CURRENT ESTIMATE NO. 4 – 2017 CCTV PROJECT

A motion was made by B. Ghelarducci, seconded by B. Cherry approving the remittal of Current Estimate No. 4-2017 CCTV Project to Advanced Plumbing and Drainage in the amount of $4,018.84 for work completed to date. Remarks: M. Tolmer stated that the estimate has been reviewed and approved by Engineer Sites. All in favor, motion carried 7-0.

BILL LIST

A motion was made by J. Verduci, seconded by B. Ghclarducei approving the September 2017 Bill List. All in favor, motion carried 7-0.

PAYROLLS

A motion was made by B. Ghelarducci, seconded by J. Colosimo approving the payrolls of September 15, 22, 29 and October 6, 2017. All in favor, motion carried 7-0.

MONTHLY REPORTS

A motion was made by J. Verduci, seconded by 8. Ghelarducci approving to pay any commissions due the August 2017 Real Estate Tax Collector Report. All in favor, motion carried 7-0.

A motion was made by J. Verduci, seconded by B. Ghelarducci approving the July 2017 Financial Report. All in favor, motion carried 7-0.

A motion was made by W. Henderson, seconded by B. Cherry approving the August 2017 Police Report. All in favor, motion carried 7-0.

A motion was made by W, Henderson, seconded by J. Colosimo approving the August 2017 Zoning Report. All in favor, motion carried 7-0.

PUBLIC WORKS/BUILDINGS, BRUCE GHELARDUCCI

B. Ghelarducci stated that public works have been very busy working on Cook School Road catch basins and are continuing to pave.

PUBLIC SAFETY, WILLIAM HENDERSON

W. Henderson extended his gratitude to our Police Department as well as the neighboring communities for their work during the construction projects in our town. They made a very difficult situation as bearable as possible.

Chief King has no report but spoke about the detour detail for the Bower Hill Road Project.

SOLICITOR, THOMAS MCDERMOTT

Solicitor McDermott provided his written report.

ENGINEER, JOE SITES

We have submitted to the Char-West COG a pre-application for renovations and improvements to the restrooms behind the concession stand at Chartiers Park. We are proposing renovations of both restrooms with new fixtures, partitions and amenities to bring them into ADA compliance.

AAA Pipe Cleaning has been working on inspecting the sanitary sewers and providing us with information on a weekly basis. The manager is in receipt of AppHcation for Payment 4 for the 2017 Portion of the Contract in the amount of$4,018.84 in which payment is recommended, Soli Construction continues to work on point repairs in the Borough and we expect them to be completed before the end of October.

Backflow Preventers – Baldwin Street

We recently received the information from AAA Pipe Cleaning for the inspection of the laterals of the interested property owners so we can establish the scope of work for each lateral. We are in the process of reviewing the information. Once we complete our review we can finalize the bidding documents and the project can be placed out for bid.

2017 Pavement Maintenance Program

We have been in communication with Youngblood Paving and are attempting to schedule a pre­ construction meeting to get the project started.

The scope of work to be completed is as follows:
Shady Avenue from Murray Avenue to Station Street
Cook School Road from Main Street to Bower Hill Road (50% of cost to be paid by Pennsylvania American Water Company)
Sylva Street from Bower Hill Road to Main Street (50% of cost to be paid by Pennsylvania American Water Company)
Main Street from Cook School Road to Pesavento (50% of cost to be paid by Pennsylvania American Water Company)
Spruce Street from McLaughlin Run Road to Laurel Street

2015 Pavement Maintenance Program – Contract B – Bower Hill Road Repairs

We met with representatives of Peoples Gas regarding their share of costs associated to restoration which they are in agreement. We have been in communication with T.A. Robinson regarding their schedule and increased scope of work. Due to the increase in the quantities of work, we have. been in discussion with the Solicitor to determine how to proceed.

McLaughlin Run Park – Phase 2

The design and bidding documents for the Phase 2 improvements to McLaughlin Run Park have been resubmitted to the DCNR for review approval prior to the project being placed out for bid. Upon receipt of their comments and addressing them, we will put it out for bid.

Washington and James Development

The manager and I had a meeting with the architect on June 14, 2017 to review their latest design which appears to be very complimentary to the surrounding architecture of Washington Avenue. Nothing has been submitted since the meeting.

Chartiers Street, Washington Avenue and Chartiers Creek Bridge Intersection

Nothing new to report since the update of our July Meeting at the August Council Meeting.

PLANNING COMMISSION REPRESENTATIVE

Nino Petrocelli Sr. stated that something needs to be done with Baldwin Street and Bower Hill
Road.

BOROUGH MANAGER, LORI COLLINS

Manager Collins provided her written report.

J. Verduci stated for the record that Manager Collins works very hard for this Borough. He can appreciate people being upset with things but at the same time, it is rude to be how negative they were towards Lori. He stated that “Why on earth would she want to work for a Borough being treated like that”. You can have a disagreement, but you need to show respect. He thinks it was very poorly done today.

OLD BUSINESS

J. Verduci thanked the community on behalf of the COG as well as the fire departm nt. It was a great time and fund rais r on Saturday.

NEW BUSINESS

M. Tolmer stated that on September 30th at Chartiers Park. It is the second annual Ron Schott memorial softball tournament. It is a very nice event. It is from 8a.m.-8 p.m. There will be live bands, music, food, drinks, etc.

J. Verduci stated that the Bridgeville/South Fayette Rotary Chili Cook-Off will be held on Saturday October 7th from 1 p.m. to 4 p.m.
