Mr. Fryer spoke about his traffic concerns in Bridgeville.

Mike Haberman of Gateway Engineers reviewed the Route 50 Task Force/PennDOT updated plans for the Washington Avenue/Chartiers Street intersection and bridge. Several minutes of discussion followed.

MINUTES

A motion was made by B. Cherry, seconded by B. Ghelarducci approving the minutes of the July 10, 2017 public hearing as submitted. All in favor, motion carried 7-0.

A motion was made by B. Ghelarducci, seconded by W. Henderson approving the minutes of the July 10, 2017 regular meeting as submitted. All in favor, motion carried 7-0.

RESOLUTION NO. 2017-07 – GREEN LIGHT GO GRANT/REIMBURSEMENT AGREEMENT

A motion was made by W. Henderson, seconded by J. Colosimo approving Resolution No. 2017-07; a resolution regarding the Grant/Reimbursement Agreement between the Borough of Bridgeville and PennDOT for the Adaptive Signalization Upgrades to the intersections at Washington and Station; Washington and Bower Hill and Washington and Prestley. Estimated total project amount $266,602.50. Grant amount $213,282. Municipal contribution $53,320.50. All in favor, motion carried 7-0.

RESOLUTION NO. 2017-08

A motion was made by B. Ghelarducci, seconded by J. Verduci approving Resolution No. 2017-08 as per PennDOT requirements 1.10.14 Signs and Banners Across State Highways; a resolution designating the intention of South Fayette Township to place (1) banner across State Route 50 to be installed August 7, 2017 and removed 8/24/17 for the South Fayette Community Day Celebration. All in favor, motion carried 7-0.

CURRENT ESTIMATE NO. 2 – 2016 SANITARY SEWER REPAIR CONTRACT A

A motion was made by B. Ghelarducci, seconded by W. Henderson approving the remittal of Current Estimate No. 2 – 2016 Sanitary Sewer Repair Contract A to Soli Construction in the amount of $67,467.26 for work completed to date. Remarks: The estimate has been reviewed and approved by Engineer Sites. All in favor, motion carried 7-0.

CURRENT ESTIMATE NO. 3 – 2016 CCTV PROJECT

A motion of the Borough Council regarding the remittal of Current Estimate No. 3 – 2016 CCTV Project to Advanced Plumbing and Drainage in the amount of $3,239.86 for work completed to date. Remarks: The estimate has been reviewed and approved by Engineer Sites.

A motion was made by J. Verduci, seconded by B. Cherry approving the August 2017 Bill List. All in favor, motion carried 7-0.

PAYROLLS

A motion was made by B. Ghelarducci, seconded by J. Colosimo approving the payrolls of August 18, 25 and September 1 and 8, 2017. All in favor, motion carried 7-0.

MONTHLY REPORTS

A motion was made by J. Verduci, seconded by B. Ghelarducci approving to pay any commissions due the July 2017 Real Estate Tax Collector Report. All in favor, motion carried 7-0.

A motion was made by J. Verduci, seconded by B. Ghelarducci approving the June 2017 Financial Report. All in favor, motion carried 7-0.

A motion was made by W. Henderson, seconded by B. Cherry approving the July 2017 Police Report. All in favor, motion carried 7-0.

A motion was made by W. Henderson, seconded by J. Colosimo approving the July 2017 Zoning Report. All in favor, motion carried 7-0.

REAL ESTATE TAX REFUND

A motion was made by J. Verduci, seconded by B. Ghelarducci approving the following Real Estate Tax Refund due to a change in the assessment as requested by the Real Estate Tax Collector:

COMMITTEE REPORTS

ADMINISTRATION, BRUCE GHELARDUCCI

FINANCE, JOSEPH VERDUCI
J. Verduci stated that the tax bills were sent out last month. Manager Collins and her staff continue to do a great job in collecting the back taxes.

PARKS & RECREATION, JOSEPH COLOSIMO
J. Colosimo stated that Chartiers Park flooded with over 3 feet of water. It was mostly debris and asphalt that washed away. Public Works put down some reclaim for temporary replacement to help with the asphalt that washed away. The BAA lost a lot of equipment. Our next grant application is to redo Chartiers Park but as of now the park is open. J. Verduci and the BAA thanked the community and over 40 residents that came out to help clean up and donated to Chartiers Park. There is also a relief fund on “Go Fund Me” to help with the restoration of the park.

PUBLIC WORKS/BUILDINGS, BRUCE GHELARDUCCI
B. Ghelarducci stated that Public Works have been paving the alleys. Nate Luther, the young gentleman that helped Public Works this summer from My Work Initiative program worked out very well. J. Verduci stated that the BAA thanks the Public Works department for all of the work that they did at Chartiers Park.

ADDITIONAL REPORTS

MAYOR, PASQUALE DEBLASIO

Mayor DeBlasio thanked the BAA of 2006 for the cabinets at Chartiers Park. He also thanked the past, present and future communities. He stated that on September 11, the Knights of Columbus and the Fire Department will be holding their annual Remembrance Ceremony at Holy Child. They always do a great job.

POLICE CHIEF, CHAD KING

Chief King stated that on Saturday, August 19th at the Last Shot Lounge, the annual Annie Baumgarten Motorcycle Run will be held. The event is from 12-2 p.m. with the kick stands up at 2:15 p.m. There will be door prices, food, etc. All the proceeds will go to the Anne Baumgarten fund.

ENGINEER, JOE SITES

2016/2017 CCTV and Point Repair Contracts — AAA Pipe Cleaning has been working on inspecting the sanitary sewers and providing us with information on a weekly basis. The manager is in receipt of Application for Payment 3 for the 2016 Portion of the Contract in the amount of$3,239.86 and Application for Payment 3 for the 2017 Portion of the Contract in the amount of $8,467.29. Payment of both is recommended. Solite Construction has been working on the Sanitary Sewer Point Repairs and the manager is in receipt of Application for Payment 2 in the amount of $67,467.26 in which payment is recommended.

Backflow Preventers — Baldwin Street We are waiting for the information from AAA Pipe Cleaning for the inspection of the laterals of the interested property owners so we can establish the scope of work for each lateral. Once we receive this information, we can finalize the bidding documents and the project can be placed out for bid.

2017 Pavement Maintenance Program –We have been in communication with Youngblood Paving and will be scheduling a pre-construction meeting before the end of August to get the project started. The scope of work to be completed is as follows: Shady Avenue from Murray Avenue to Station Street Cook School Road from Main Street to Bower Hill Road (50% of the cost to be paid by Pennsylvania American Water Company Sylva Street from Bower Hill Road to Main Street (50% of cost to be paid by Pennsylvania American Water Company) Main Street from Cook School Road to Pesavento (50% of cost to be paid by Pennsylvania American Water Company) Spruce Street from McLaughlin Run Road to Laurel Street 2015 Pavement Maintenance Program – Contract B – Bower Hill Road Repairs We met with representatives of Peoples Gas regarding their share of costs associated to restoration which they are in agreement. I have talked with T.A. Robinson and they want to start work the week of August 14, 2017. McLaughlin Run Park – Phase 2 The design and bidding documents for the Phase 2 improvements to McLaughlin Run Park have been submitted to the DCNR for review approval prior to the project being placed out for bid. Upon receipt of their comments and addressing them, we will put it out for bid.

Washington and James Development — The manager and Thad a meeting with the architect on June 14, 2017 to review their latest design which appears to be very complimentary to the surrounding architecture of Washington Avenue. Nothing has been submitted since the meeting. Chartiers Street, Washington Avenue and Chartiers Creek Bridge Intersection A task force meeting was held with PcnnDOT with all involved parties. The outcome of the meeting will be provided under separate cover.

FIRE CHIEF, WILLIAM CHILLEO

Fire Chief Chilleo provided his written report for the last 2 months. He also stated that they had been training on a new product that will use less water to put a fire out.

SOUTHBRIDGE EMS, DAN MILLER

BRIDGEVILLE HISTORICAL SOCIETY, MARY WEISE

M. Weise stated that she has a problem with the parking kiosks. She stated that a gentleman from Upper St. Clair put a dollar in the machine and later received a letter in the mail that he owes a dollar.

NEW BUSINESS

J. Verduci stated that the Bridgeville Fire Department and the Chamber of Commerce will be holding their Gun Bash on September 9th . He also stated that the Chamber hired Mandi Pryor, who has proven to be a great asset.

On October 7  from 12-4 PM the annual Bridgeville/ South Fayette Rotary Club Chili Cook-Off will be held. They are in need of volunteers to taste, people to compete and sponsors. M. Tolmer asked if someone can volunteer to run the Bridgeville booth at South Fayette’s Community Day.

A motion to adjourn was made by B. Ghelarducci, seconded by M. Tolmer. Motion carried 7-0. Meeting adjourned at 8:12 P.M.
